an'ya: The form isn't why I chose this one, rather was the idea. This haiku ties the rocks, the water, and the music uniquely together. My suggestions would be something like this:

silent rocks-
without them the water
makes no music

This author has captured juxtaposition in the silence of rocks and the music of water, which has nothing directly to do with the statue in the photo, thereby giving us that hidden something needed to successfully enhance a haiga.

no one hears
but the fish
